周牧山，本名周笠，周颢（芷岩）的侄子，字牧山，嘉定（今属上海市）人，晚年居住扬州。以芷岩为法，悉中规矩。山水得三王法，与张南华相伯仲。嘉定区档案馆收录有《周牧山先生山水画册》。史料记载他擅长绘画，亦精竹刻，多作留青法竹刻。清人评其作品“千层叠起，浑厚中自露秀色”。本拍品笔筒为直筒形，画面布局疏朗，错落有景。高山、古树安排井然有序，富有诗情画意，简练又有层次。周牧山竹刻喜用留青法，又称之为皮雕，即将事先设计好的图留在竹皮上，再将其余的铲去，这是竹刻中难度最大的技法，主要用于小而精的竹刻，文人气息浓厚，具有很高的观赏性和收藏价值。
