提要： 是册为乾隆四十年（1775）兰州府皋兰知县程栋所颁严饬驿递告示，详记骟马品种、匹数、年岁，并录马夫、夫头、字识名录，以肃邮政之事。覆盖皋兰县满汉文戳记。是为研究清代甘肃地区邮政制度重要史料。
程栋（清），乾隆间任甘肃兰州府皋兰县知县，乾隆四十六年（1781）因涉清代第一贪污大案“甘肃冒赈案”被降旨坐斩。
