王天胜，毕业于辽宁艺术师范美术专业 。1968年参军，在部队从事美术创作，1986年毕业于解放军艺术学院。现为中国文化部现代工笔画院院长、中国工笔画学会副会长、中国文化产业促进会副会长、中央文史馆书画院研究员、中国田园画会副主席、北京工笔画学会副会长、新华通讯社新华画院特聘高级美术师、中国美术家协会会员。曾任中国工笔画学会副会长兼秘书长十余载、解放军艺术学院学术委员会委员、美术系副主任、中国画教研室主任、中国画教授（享受副军职待遇的专家）。
