He graduated from the Tianjin Academy of Fine Arts. Liu was a member of China Artists Association, art advisor of Tianjin Normal University, vice president of Tianjin Artists Association, etd. He enjoys special allowance from the State Council. Masterpieces include On the Long March, Fight for Tianjin, Chinese Heroines, etc.
