Werner Peiner, 1897 Düsseldorf – 1984 Leichlingen Der Maler studierte ab 1919 an der Düsseldorfer Akademie. 1933 wurde er an die Düsseldorfer Kunstakademie als Professor für Monumentalmalerei berufen.

In the centre Neptune on a golden boat with red canopy, which is also decorated with gold. Sitting Neptune with beard and white robe, which partly exposes his upper part of the body, holding a long trident in his right hand. The boat is pulled by two animal figures whose bodies consist of a horse and a fish's tail. In the surrounding water numerous figures and mermaids, in the background the quay wall, behind the ship's rigging rising into the blue sky. In the centre below in a golden frame the name "Neptune".
